When a German buyer requests a 3.1 document for fasteners, establish the ordered items, delivery lots, inspection scope and acceptance authority before dispatch. A certificate unrelated to the supplied cartons does not resolve the order. We can coordinate agreed German receipt, split deliveries and commercial document handover; inspection, document validation and product approval stay with the responsible technical parties.
A small replenishment can create a large documentation problem. Two lots are combined into one shipment, the commercial description remains unchanged, and the buyer cannot match carton identities to inspection records. Prevent that break before promising a delivery date.
Turn a certificate request into an order requirement
Replace “European certificate required” with the product standard and edition, dimensions, property/material requirement, finish, order line and additional inspection scope. Ask the supplier whether matching documentation can be provided, when and at what charge.
A 3.1 document is not a universal European market licence for every fastener or application. The customer’s engineering and compliance owners must identify application-specific requirements. Do not infer suitability for pressure equipment, structural work or other critical uses from a document heading alone.
Read the document types correctly
Böllhoff’s fastening manual, printed page 42, and REYHER’s inspection-document guide distinguish the records below. This purchasing summary is not the standard text or a claim of tests performed by us. Agree the applicable edition and scope in the order.
| Type | Record | Validation role |
|---|---|---|
| 2.1 | Order-compliance declaration without test results | Manufacturer |
| 2.2 | Non-specific inspection results | Manufacturer |
| 3.1 | Specific inspection results | Authorised manufacturer representative independent of production |
| 3.2 | Specific results with additional validation | Relevant manufacturer representative plus purchaser representative or officially designated inspector |
Document numbers are not ascending product-quality grades. Stamping a 2.2 record does not create the missing 3.1 evidence. REYHER also warns that inspection documents do not replace incoming inspection. Review the item, the order and the evidence together.
Keep the lot chain through repacking
Have the manufacturer explain its lot identifiers and document coverage. Heat, manufacturing and finishing references are not automatically identical. A document can have a defined multi-item scope; traceability does not necessarily mean a separate certificate for every carton.
Preserve the order-to-delivery document chain
| Stage | Record to retain | Responsibility |
|---|---|---|
| Manufacturer dispatch | Order line, item, lot and document reference | Supplier quality owner |
| German receipt | Carton, quantity, visible identifiers and document completeness | Agreed receipt check, not quality approval |
| Repacking | Original-to-new carton and quantity mapping | Designated operations owner |
| Customer dispatch | Delivery line, carton and matching document references | Seller/delivery contact and receiving customer |
Check a split-lot replenishment
Consider an invented paperwork exercise: an order for 2000 bolts can be fulfilled from 1200 of lot A and 800 of lot B. If both lots are permitted, retain separate document references and carton mappings. Do not relabel the entire shipment as A just to simplify packing.
| Hypothetical condition | Proper next step | Wrong shortcut |
|---|---|---|
| A records complete | Retain A-to-carton mapping | Use A records for B |
| B document missing | Hold the affected quantity and ask the supplier | Copy A into the shipment file |
| Buyer requires a single lot | Agree a revised condition or another supply plan | Silently combine the lots |
| Buyer requests retesting | Agree samples, method, provider and fees | Have reception staff sign inspection approval |
For a document supplied later, establish whether the underlying records cover the delivered lot. A promised PDF date is not enough. Retesting or witnessing must be arranged by the proper parties; a commercial representative cannot create historical inspection evidence.
Handle exceptions without inventing approval
Maintain an exception list for mismatched item references, missing lot links, unspecified tests and unapproved substitutions. Give each issue an owner and action. Receipt, counting and storage should not be described as technical release.
Agree who can permit mixed lots, accept documents and authorise replacement, return or further inspection costs. A local sales entity may differ from the manufacturer validating the technical document, but the contract, invoice and supporting evidence should make the roles clear. Confirm company and VAT arrangements against the actual transaction.
Arrange German delivery support
Send a redacted order requirement, item list, intended lots, sample documents and the local work you need. We can discuss German receipt, document transmission, split deliveries and authorised commercial follow-up, alongside company and tax arrangements.
Agree information rights, operational scope, fees and exception authority before dispatch. We do not issue 3.1/3.2 inspection documents or represent ourselves as an independent test body. Discuss German industrial-fastener delivery support →
